Meet Anna Novak
A Leader Rooted in District 33
Anna Novak is a mom of four, a lifelong advocate for rural North Dakota, and a proven leader in the state legislature. First elected in 2022, she serves as Vice Chair of the House Energy and Natural Resources Committee and sits on the Education Committee. During the legislative interim, she chairs the Energy Development and Transmission Committee and serves on the Special Education Funding Committee.
Anna and her husband live in Hazen, where they are raising their four sons and building a future in District 33. She has worked to represent the district with honesty, integrity, and practical leadership rooted in North Dakota values.

Energy Leadership
Anna serves as Vice Chair of the House Energy & Natural Resources Committee and Chairs the interim Energy Development and Transmission Committee. In 2025, she received the Lignite Public Service Award and in 2026, was honored with the Helping Hand Award from North Dakota’s Rural Electric Cooperatives.
Critical Minerals & Coal Innovation
Anna has built a strong record supporting North Dakota’s lignite industry and expanding new opportunities tied to coal. She prime sponsored legislation creating tax exemptions for coal-based building materials and critical & rare earth mineral extraction, along with a bill providing a partial coal conversion tax exemption for plants. She also sponsors a resolution every session honoring Miner’s Day and North Dakota miners.
Grid Reliability & Energy Security
Anna has focused on strengthening North Dakota’s energy grid for the long term and making sure we are thoughtful and prepared when considering emerging industries. She was the prime sponsor of legislation requiring a study of the impacts data centers could have on local communities, the state, and especially the electric grid, so North Dakota can plan ahead without putting reliability or ratepayers at risk.
Workforce & Education
Anna has advocated for more dual-credit, AP, and distance education opportunities so students can build careers closer to home and local employers can find skilled workers in North Dakota. She has also continued to work with local school districts to bring career and technical education opportunities to the area.
Civics & Patriotism
Anna prime sponsored legislation requiring all North Dakota schools to offer students the opportunity to say the Pledge of Allegiance each day—a commonsense measure to encourage patriotism and instill pride in our next generation.
Pro-Life Leadership
Anna proudly supported North Dakota’s heartbeat bill, defended it on the House floor, and has supported life-affirming resources like the Women’s Care Center. She believes strong communities begin with protecting life and making sure women and families have access to the support and care they need. This year, she was also honored with the Life Protector Award from North Dakota Right to Life.

Reliable Energy
Anna is committed to keeping energy affordable and reliable for North Dakota families, farms, and businesses. Her work has focused on protecting lignite jobs, strengthening grid reliability, and supporting policies that keep coal country strong while opening the door to new industry and long-term growth.
Pro-Business Opportunity
Anna believes strong communities depend on strong employers, a dependable energy supply, and a regulatory environment that allows businesses to grow. She supports value-added industries, and has worked to ensure North Dakota is prepared for emerging industries that bring jobs and local tax revenue.
Rural Education
Anna believes every child in North Dakota deserves access to a quality education, no matter where they live. She is working to reduce disparities between rural and urban schools by expanding career and technical education, dual-credit opportunities, AP courses, and distance learning that prepare students for careers and strengthen the local workforce.
Landowner Rights
Anna supports protecting landowner rights and prioritizing voluntary participation whenever possible. She believes development should happen with local communities, not at their expense, and has emphasized the importance of local input, respectful engagement, and responsible development.
Family Values
As a mother of four, Anna brings a family-centered perspective to the legislature. She has supported life-affirming policies, defended the value of strong communities, and worked to protect the principles that matter to North Dakota families.
